Florida law determines the order in which the candidates must appear on the ballot. The Republican first, the Democrat second, followed by the other parties. Gore is second on the list but his hole is third.

You can make a pretty convincing statistical argument that this ballot layout was confusing to at least some voters given the disparity between Buchanans showing in PB and the rest of Florida. I don't think this layout should be used in future elections in Florida or Chicago or anywhere else.

Still, unless there is some reason to believe that voters were deliberately misled, the results of yesterday should be allowed to stand.
