Jim,

Anyone who was paying attention in 1981 would have known that Reagan was firmly in control of the budget process that year.

He probably wouldn't have succeeded, if it wasn't for the fact that he got shot in April. After his return to the Whitehouse, Congress treated him with kid gloves through the summer budgetary process.

BTW, what was you view on the use of civil and criminal actions by the Right against Clinton to subvert the will of the voters. I bet you thought that was OK because it was for a good cause.
