Perhaps I'm misunderstanding you, but given that the probability of correction is zero without some mechanism (like ECC) that _provides_ correction, I'd say the ratio you're looking for is infinity. <g>

Beyond that, I think you would have to look at the probability distribution of alpha particle arrival times to reach some conclusion about the efficacy of different levels of ECC.
