The change in votes comes from the tabs on the holes, some people didn't punch theirs out completely so the vote didn't get counted the first time, and when the ballots go through the counter the second time the little tabs tear off and their vote is counted. So said the High Poo-Bah of the Florida election commission on C-Span.
