Since Bush was the first one listed on the ballot, and corresponded to the first hole to be punched, there is little likelihood of confusion there.

As you can see on this sample ballot for California, all candidates and ballot measures were on the left side of the holes, and all presidential candidates were on one page.

I don't know why they needed to put candidates on both sides of the ballot.
