a voter can discard his/her ballot and get another new one
but one cannot vote for two candidates and submit it
that ballot will be disarded
19,000 such ballots were discarded

if an election official suggested to vote twice and submit, that it will STILL be counted, then we may have legal entanglements

but my guess is that will be resolved AFTER the fact, without any bearing on the discarded votes

imagine some temporary traffic worker told you that you could drive through a parking lot entrance, no problem, that your tires would not get hurt... if you drive thru, then your tires are punctured by the protective spikes... then AFTERWARDS, you can sue for new tires, but your tires are still punctured

same thing with discarded votes... we are gonna see new ground broken here in US Election history here
