TOT awards a US$ 173 million contract to Alcatel to supply intelligent
optical networking solutions in Thailand
Another success for Alcatel in the Asia-Pacific DWDM market

Paris and Bangkok, November 9, 2000 - Alcatel, world leader in intelligent optical
networking, today announced that it has been awarded a US$ 173 million contract by the
Telephone Organization of Thailand (TOT) to deploy the first country-wide optical high-speed
network in Thailand for its Transmission Network Expansion Project (TNEP). This DWDM/SDH
project will enable Thailand to undertake a major expansion of its national fiber-optic
telecommunication infrastructure to keep up with the country's growing demand for fast
multimedia services and benefit from a clear advantage in the New Economy.

The new high-speed optical links, 10,000 km long, will connect the Bangkok metropolitan area to
all the Thailand provinces, representing a total of 190 network nodes. The implementation of the
TNEP will provide greater capacity for fixed lines, leased lines and Virtual Private Networks
(VPNs), as well as improving services to Internet Service Providers (ISPs). Utilizing the Optinex
family of carrier-class transmission solutions, the network will offer its customers transmission
speeds of 30Gb/s carrying more than 350,000 simultaneous telephone conversations.

Alcatel will supply, install and commission its powerful Optinex Dense Wavelength Division
Multiplex (DWDM) and Synchronous Digital Hierarchy (SDH) systems. The DWDM solution will
deliver huge capacity and transparency by optically combining signals of different wavelengths,
while the SDH solution will provide rich networking features in terms of network protection and
manageability. The backbone will be managed by Alcatel's integrated network management
system, which ensures efficient and cost-effective traffic control and routing throughout all
network levels.

"Our leading technologies in intelligent optical networking will enable the TOT to meet the
combined challenges of increasing IP service demand and providing network flexibility to its
customers," stated Jean-Marie Vansteenkiste, President of Alcatel's terrestrial networks
activities. "This contract confirms Alcatel's leadership in optical multi-service networks with
unified network management systems."

This award further demonstrates Alcatel's ability to continuously find new ways beyond
conventional solutions in optical networking and reinforce the Company's position in the
Asia-Pacific region. Last year, Alcatel was involved in expanding the TOT's backbone network
through the provision of Alcatel's Remote Access Node (RAN) and Asymetric Digital Subscriber
Line (ADSL) solutions.

The DWDM/SDH project is scheduled to be completed within a two-year period.

About Optinex
The Optinex family of carrier-class transmission solutions is designed with distinctive and
enduring features that enable operators to offer a full range of services to business and
residential users, including the newest IP-based services with guaranteed IP Quality of Service
(QoS). IP and ATM grooming and forwarding functionality is introduced into Optinex Multiservice
Nodes and Gateways, thus drastically reducing the amount of investments needed to build up a
transmission network and to operate it. The current terrestrial Optinex product range also
includes wide-band optical amplifiers and Dense Wavelength Division Multiplexing systems
(DWDM) with high-channel counts and very high-performance applications, able to multiplex up
to 160 channels - upgradable to 240 - with optical tributaries from 100Mbit/s to 10Gbit/s. Within
this range, Optinex Optical network Systems are capable of reaching up to 1.6Tbit/s. of
capacity. All the above mentioned systems are managed by a single, fully integrated Network
management System enabling efficient traffic control and routing throughout all network levels,
from local up to intercontinental links and from submarine to terrestrial ones.

About Alcatel
Alcatel builds next generation networks, delivering integrated end-to-end voice and data
networking solutions to established and new carriers, as well as enterprises and consumers
worldwide. With 120,000 employees and sales of EURO 23 billion in 1999, Alcatel operates in
more than 130 countries.
