Actually Volusa county was fairly closely split with a slight advantage to Gore. The counts were:

Votes %of Statewide
Gore 97,063 3.3%
Bush 82,214 2.8%
Buchanan 396 2.3%
Nadar 2,436 2.5%
Browne 3,211 17.0%
Hagelin 33 1.4%
Harris 9,888 94.5%
McReynolds 3 .2%
Morehead 59 3.2%
Phillips 2,927 68.4%


I don't know the county, but I'd have to say that these votes look very strange to me, especially the votes for Phillips, Browne, and Harris. These are much stranger and statistically abnormal than the Palm Beach county totals. On the other hand, even if there was some confusion, there is no way for me to know whether the votes should have been for Gore or Bush.
