The first three years of Clinton's term, the economy was referred to as the "jobless recovery". It was only strong from around 96 after the money supply really hit the fan. But then the last recession was mild with peak unemployment rates around 7.5% as compared to the 11% in 1980-1981. They'll try to pin the next president with the recession as they tried to do Reagan with the 1980-1981 recession. It's always arrest whomever happens to be in the neighborhood of the crime long after the criminal has left the scene.
