no, you don't understand. Those were ballots that were never included in the vote total the first time around, because they were disallowed thanks to the dual votes (presumably mostly Buchanan/Gore). So the point is, if they had been included--that is, if the people had voted the way they intended to--then Gore would have won FL easily. Problem is, it's much easier to subtract (disqualify) votes after the fact than it is to add them, so Gore's screwed. ctb/A
