Only let the people who voted in the initial ballot vote in the secondary. When you vote, you sign your name. So simple. Let them all revote if you're so sure GW Bush won the election. If it all comes down to one county so be it. This is democracy, the will of the people.

Even if a voter were confused, it would not excuse them from placing 2 holes in a ballot they would obviously know would required a 1 vote for 1 candidate. They were all informed that if they made a mistake, to obtain a new ballot.
