A thought: The complaint about Gore winning the popular vote, but perhaps losing the electoral vote may be misplaced. 1. Everyone knew the rules going in. 2. In states where the vote was lopsided, there would probably be a tendency of backers of the "loser" in that state to not vote (in greater proportion than "winners" wouldn't vote). This is a human nature issue. People don't pursue helping a lost cause as much as they jump on a winner's bandwagon. Some industrious individual might confirm my theory by looking at turnout numbers in lopsided states vs. close states.
