LoF - there should be a record of who voted the first time (Voter Authorization Cards here in MD tell this) so you maybe could limit a re-vote to only those that voted the first time.

People will vote on both sides who didn't vote the first time around
That's why a nationwide election for President should be held. No senators or ballot initiatives or bond elections. Just a Presidential election. Sure people would have a wake up call that their vote matters, the results may vary, but there would be no doubt that the election would be legitimate. Having the American people trust the election if more important than any other consideration.
