If the recount favors Gore, and the absentee ballots are in, he should be president. (This is provided that no funny business occurred during the recount.)

We must be a land of laws not of men(& women) and definitely never a land of lawyers. If Fl. can not be certify their part of our election by Dec. 8th, the next Congress will decide the next President of the US.
