Hypothetical - Gore leads Bush by about 175 thousand votes last I looked with only a few polls in Oregon to report.. if GOre were to win Florida... he would in my view be deemed a more legitimate President then Dubya because he would have won the electoral vote AND the popular vote.

That doesnt mean he will have a mandate however.. half of the nation voted for each of them..and the COngress is virtually split... he would be no more able to put forth the policies he'd want to anymore then Bush will be able to.
