They need to look at the electoral college with the over-emphasis on the largest states, and perhaps award two electoral votes in each state to who wins the state popular vote and divide the rest of the electoral votes in each state according to the popular vote in that state. They can just count each electoral vote as 0 to 10 points to allow for the granularity in the popular vote of 0 to 100 percent by 10 point increments.

flawed assumption is made that everyone in Palm Beach County will cast their votes in a revote as they intended to cast them on Election Day.
That is why the proper resolution is to rerun the Presidential portion of the election, nationwide, again. People may change their mind, or be more careful, but there would not be a lingering doubt over the result.
