Here in B-more, the illiteracy capital of the US, I've never been to the MVA without some person asking me for help in filling out a form. Also I've witnessed any number of voters that required help reading the ballots. My old polling place would have a Rep and Dem judge standing by just for those occasions (both are required to be present to anyone needing assistance). As far as people voting for others.....it happens more than you can imagine. I've never seen them check IDs here. The woman that cleans my studio, who is a wealth of information about how stuff gets done in the ghetto, tells me this happens all the time in her neighborhood.
