And unfortunately (from a machiavellian perspective), the republicans, as a whole, seem unwilling to participate in such sleazy politics...

Yes, there are exceptions (before anyone bites my head off), but as a whole Bush ran a much cleaner election. Certainly there was significantly less chance of catching republican operatives handing out $100 bills or packs of cigarettes to homeless folks in order to add their vote to the ballot.

Btw, there are supposedly some 1 million absentee ballots that normally don't show up for weeks after a national election.. It is quite possible that Bush may yet win the popular vote, as well as the electoral college.

Additionally, there will likely be a recount in Wisconsin and possibly in Washington state due to the narrow margins involved.
