why not count 'em all by hand. Why just 4 counties?

The increased numbers of votes found in the recount are mostly caused by paper chaff falling out of poorly-punched holes in the ballots. I suspect the Gore guys are hoping that a hand recount will discover even more partly-punched cards. Obviously they only want to do this in Gore-friendly counties.
