Gore didn't threaten joining the lawsuits until it was clear he was cooked.

That release was well-timed, imho. They waited until it became clear by their analysis that the recount was futile. I may still be proven wrong, but this is my theory.

The bulk of the counties left to report are heavily republican, and will likely produce more votes for Bush (may not, just a theory). Gore needed to make it up in the democratic counties, and he didn't make it up enough.

No, Gore is a one-way guy. If the situation was reversed he would be on his stump saying we have to put the country first. Hypocrite. After the recount the vote should be certified for whoever wins and let the country go forward. I believe in the end, after whatever litigation or challenges, the man who prevails in Florida will be installed anyway.
