The fact is the popular vote is meaningless. Because of the electoral college, the candidates campained to the electoral college requirements and did not campain to get the most votes (ie popular vote). For example, Bush didn't bother campaining in the NorthEast at all because he wouldn't be able to get enough votes to win the state.
The strategies used would be different if it were a popular vote, and then who knows,maybe Bush would have won the popular vote.
