According to a friend who worked for the Gore campaign in CA and shall remain nameless for obvious reasons, the shenanigans in FL no longer have anything to do with trying to win the election.

They realize they're probably going to lose on the recount and now they're just playing politic games so that a weakened Republican Congress is mated to a already-damaged and politcally weakened president-elect.

And if the recount shows a different outcome, well, that's great too.
