The problem is that he has to hedge against the Florida election being overturned or amended. He has a limited amount of time to request a recount from those states, and those states, if he was to win them (along with Oregon) would produce an electoral college victory without FL. If there weren't court challenges of the FL vote, he would not need to press on Iowa and Wisconsin.

If ANYTHING, it wouldn't be BUSH asking for a recount in WIsconsin, it would be our Governor who has the most to gain. Tommy Thompson was supposed to DELIVER Wisconsin to Bush.

If Bush wins FL, then the point is moot.
