Yes, there was an arrow. But there was also a long and distinct boldface line, with the name Democrat printed underneath it, pointing directly toward the Buchanon punch-hole. Again, whoever devised the ballot did not know what they were doing was illegal. Florida law states the candidate's check mark/punch-hole must be to the right of the candidate's name.
