I am not from Missouri, so I can't comment with certainty. However, maybe people feel Mrs Carnahan has the philosophical outlook of her late hushand. Mind you, MO has disallowed a substitute. If there are substantial differences in terms of outlook between the 2 parties, and if people feel comfortable with Mrs Carnahan, who is not an unknown in public eye, since she is the former 1st Lady of MO afterall, maybe it is reasonable to assume she will follow the general direction of his late hushand.

I am always fascinated by foreigners who look at the US. Invariably, they know more about the country, its ways, and its laws and history, than most Americans (happily, not me...LOL).
I love their keen insight.
