I think you have pointed out a great flaw in the system. To be fully democratic, one should be able to vote for as many people as he wants. Say I am a Nader supporter (not really) and I want to vote for him, but I feel that would be a wasted vote. If can vote for him and someone else, then I won't have this problem. At the very least we should be able to choose whom we do not want. Allowing negative votes, I suspect, would have increased voter participation and eliminated both Gore and Bush.
