Ah yes, but the distribution of errors is the key to recognizing built-in bias, not the fact that errors occurred.

Edit: I think I see what you mean though. Yes it is likely that 16/19 of the ballots were the usual screwups but just perhaps the "extra" 3,000 signal a red alarm that someting is amiss here. And 3,000 is a very sizable number in this context.
