It appears that way. Still haven't heard explanation how Gore keeps getting more than Bush when the initial vote was so even..... interesting from a statistical POV.

Per CNBC, a public announcement on the recount may not be until 5:30 pm.... it will not be certified as final at that time though, plus there will still be absentee ballots yet to be counted from overseas.

Bush lead in Florida, per AP, via CNBC, now down to 341 votes with 93% counted.
