Actually, the premise is not true.

I fail to understand your logic. When you exclude the ballot boxes from a predominantly democratic precinct, you of course exclude all the ballots, including the minority of ballots cast for Bush -- you cannot selectively pick and choose among individual ballots. The pattern of recount numbers seems to support my premise almost perfectly.
