But the Winstar deal is in the form of equipment leasing, a Winstar spokesman said, which falls into the less-risky category of Cisco's vendor financing activity. And Winstar is considered one of the best-positioned CLECs, so the risk of it defaulting on its Cisco agreement is generally seen as minimal.

A Cisco spokeswoman said the company is "very conservative when it comes to vendor financing." She noted that vendor financing activity comprises less than 10% of quarterly revenue. And financing deals with CLECs like Winstar represent less than 10% of financing activity, she said. The spokeswoman declined to comment on Wednesday's stock movement, citing company policy.
