My son works in a lab with several Indians (East, not American) who have laughed all day at the increasing numbers of people claiming they couldn't understand the ballot.

To play Devil's Advocate-- older people didn't grow up with standardized tests the way younger people have. They may not seem as decipherable. Of course, that's all the more reason to take a long, careful look at what you're doing!
