How would a postal worker, as the story alleges, know what political party the intended recipient belonged to? You are postulating a ridiculous position. Wouldn't it be funny if his vote ended up being for Bush. That kid would be kicking himself for the rest of his life.

I'm afraid you have unintentionally exposed a prejudice of your own. The story you linked to specifically states that the fraudulent ballots were unopened and there was therefore no way to know who it was intended to help.
