No it isn't implied in the article. In fact, the article clearly states that it is unknown who the allegedly fraudulent ballet was cast for. The article also clearly states that the voter cast his own legitimate vote for Bush. There is no implication made in either assertion besides what is clearly stated. Please read a little closer. And you make fun of little old ladies in Palm Beach. Geesh!

What affect the fraudulent ballots will have on national, state and local elections will depend on how many are discovered. Neither of the suspect ballots has been opened, so it is impossible to determine who they were designed to help.
