Dear Doug,

I totally agree. As long as people think China as a "strategic competitor" rather than "strategic partner", as the Republicans say, people won't get any money to reform the mainland. Just simply put it.... no money, no reform.
If the Republicans consider China as a partner, Bush would be an easy winner IMHO. Q
