CNN had a good discussion on remedies to correct a "bad" election. One approach is a repeat.

Another approach is to allocate the questionable votes statistically using experts. Apparently, this has been done in congressional elections.

If you allocate the questionable votes in an area that is 2 to 1 Democratic, the result of the election will change for sure. Better to redo the election and give Bush a chance.
