This is not hard to do. Almost anyone can be appointed by the board of elections for this purpose. There may be some restrictions for a candidate, but not for others traveling with Liberman.

Edit: They don't have to be appointed. They can just collect the written and signed applications for presentation to the proper voting district indicating where they want the ballot mailed.
