I don't think AMD ever said ".15mu" process. Their Cu process started off with 100nm Leffs and .18mu design rules. While their Leffs have presumably fallen, I don't think they have switched design rules. At some point, the Leffs are low enough that it makes economical sense to introduce new design rules.

Remember, their .18mu Austin process had Leffs of around 120nm when it was introduced. So, basically, I don't see a problem with their .13mu starting off with "only" 80nm Leffs. While I'm no Process Boy, I do know that there is a lot more to a process than Leffs ;)
