I agree, this issue is about the Constitution, Electoral
College, etc. Let's assume that the electoral college
was abolished and we were choosing a President based on
the popular vote. What would happen if there was less
than 0.1% separating the two candidates? Would you recount
all the ballots?

In this election, Gore will have won the popular vote by
about 200,000 votes. Seems like a big number right?
Well, 50 states x 50 counties each x 10 precincts each =
25,000. That's only 8 votes per precinct. (Totally WAG)

Scary, isn't it.
