I disagree with Buchannan on that. You have to have a re-vote. But a revote of only those that registered voting on Nov. 7 in that county with that ballot, for President only. Otherwise you are not coming to a determination of what their will was for this particular vote, defined as narrowly as possible.

Buchannan's analysis can surely be used as persuasive evidence that the election of Bush over Gore for the state was flawed, and therefore deserving of a re-vote, but I don't see how it can be fairly used as a measure of their will. I think only their direct vote can be a measure of that.
