It was indeed a butterfly ballot. I'm not sure if the presidential page was two sided open face though.
If you think the one in PBC was bad look at the one in Cook County, Ill...talk about complicated, and that one elected Jesses son to congress...

I stated that 15,000 ballots were tossed in 1996 in PBC and turn out was a lot less...
The press failed to mention that tossed ballots are common all over the place.
