I am fairly certain that MO law has the mechanisms for the Governor to replace a Senator elect who dies before Jan 6, 2001 in a rapid manner.

In fact, I believe the Governor has already named Carnahan's widow as that replacement. Thus, she has (or will shortly have) the same status as every other senator elect.

Besides, the MO GOP has already stated they would not challenge the seat.
