Well, I guess voters had one of the following: (1) poor reading skills; (2) poor math skills (billion is what?); or (3) looked forward to receiving their share of the money without realizing they were also the source of the money.

Or (4) thought that land use was to over regulated or (5) that the burden of the regulation fell unjustly on certain private property owners.
