Can you show me reports of thousands of folks coming out of the Palm Beach County polls in '96, complaining about the ballot? Was a warning notice sent out in '96 cautioning poll workers that the ballot was faulty?

In '96, those 15,000--is that the real number?--were insignficant as to the final outcome. The standard behavior is if the matter is insignificant to the election, the matter is moot and ignored. This isn't the case in Year 2000.
