One additional point. The it been repeatedly pointed out that no one knows whether folks who overvoted for President Palm Beach County were voted for Gore and another candidate, or whether many of those voters cast their votes and a second candidate. A hand count will probably help to determine that answer to that question.

Sometimes the piece doesnt fall out, And every time you handle the ballot increases the chance that a piece that wasn't punched will.
