And Gore will gain many, many more in a hand count.

Additionally, Bush makes a mistake if he thinks the absentee military ballots will be similar as in the past.
How come?

First of all, Bush's military is questionable, at best. And no one in the military stepped forward to defend him during the Texas Air National Guard controversy. Rank and file grunt soldiers will take note of this. Bush will get some votes from the officer ranks, but I think most minorities serving in the military will come down on the side of Gore.

Secondly, with Lieberman on the ticket, they'll be a very large Jewish absentee ballot vote which will come down on the side of Gore.

Given the above, Karen Huges, Bush's communications director, makes an error when she predicts the absentee ballots will show up in Bush's column. It's quite possible that they won't.
