There were complaints throughout the day. In fact, there were so many complaints that a special memo was circulated detailing the problems. However, as most of the people who have been interviewed have stated, these clarifying instructions were never given. Moreover, in 1996 I don't believe that the Democratic candidate's name was in the third position on the ballot.

So how exactly did they know that not even more people were confused in past elections and the results were wrong?

A confusing ballot is a confusing ballot.

And people who won't pay attention and do it right are people won't pay attention and do it right.

It occurred to me that the ballot used here in California (and, I suspect, much of the nation) is even worse. It consists of a card with small numbered holes that must be punched out. It's easy to punch an incorrect hole. And the numbers are in small type and must be hard to read for those with poor eyesight.

So what do we do, throw out every electon for the last half century?
