Carter left the nation with Interest rates that were 20 %. Remember that at that time the Democrats controlled the purse and they spent enormous amounts on social programs. In fact there is a lot to be said regards Reagan on both sides that is true.
Reagan wanted to defeat the Soviet Union and was willing to spend big on that. At the same time the Democrats were busy spending on huge entitlement programs. The tax credits spurred the economy and brought down interest rates. Both sides spent more than they had. It was not the tax credits that were the problem it was the spending. Remember that the defeat of the Soviet Union helped bring about the prosperity we now have.
You are wrong to ignore the huge spending done by the Democratic machine and the huge growth of bureaucracy that ensued. Both sides were guilty of spending more than they had.

Reagan had to rebuild the military that Carter has destroyed. The Dems reneged on agreed spending cuts.

As for today's surpluses, Reagan's success in ending the Cold War and the resolve of GOP Congress share credit. The Dems from Clinton on down fought balancing the budget until Dick Morris's polls showed Clinton that embracing the GOP ideas were his only way to get re-elected.

That was under Carter, you thoughtless tool. Reagan ended the "energy crisis" when he promptly decontrolled oil as one of his first acts.
