No, because elections are run on a state by state basis. Therefore, 8pm (or 9 in some states...10 in MO..LOL) is the local time.

HOWEVER, it IS a FEDERAL electoral policy that says that a state's choice CANNOT be announced until the polls IN THAT STATE are closed.
DESPITE this, it appears FLORIDA (what a surprise) was called too early. This is a clear case of the media overstepping their bounds. As a result, it seems many pro-Bush counties in the panhandle may have had voters not show up at the polls because the election had already been called. Which illustrates your point very nicely.

Perhaps they should re-vote on the west-coast, as I'm sure that the legal profession can find more than a few folks who will say that they were going to vote for Bush but didn't due to the media already declaring him the winner.
