Well, Bush carried Miami-Dade county by a narrow margin of less than 1,000 votes. Having more absentee ballots returned than were sent out seems a bit suspicious and given the fact that Bush would be more heavily favored down there due to the Cuban (Elian) vote, I would think the Democrats would have more to gain by risking such a violation.

The supervisor of elections for Miami-Dade is David C. Leahy, but I was unable to discover his party affilitation (which even then would not necessarily suggest complicity in fraud).
