sophistry. tribe said it is up to voters to sue for their rights. voters in florida, palm beach, are suing this year. voters in illinois, chicago, didn't sue in 1960. but it is the actions of gore and nixon, not the voters that were different. if gore conceded, the voters' suits would not lead to a gore presidency.
